Tilman is a short, gruff-looking dwarf of what appears to be late middle age. He stands an awe-inspiring 4' 3", with a full grey beard cut short to hang about six inches below his chin. He usually can be found working on some part of the Meade Hall's various mechanical accoutrements. He carries no visible weapons, but often has a large, well-equipped tool belt around his waist. His normal attire consists of a work shirt, carpenter's pants, work boots and what Tilman calls his "thinking cap," a small round leather cap with a folded brim around its circumference, which is covered with smaller tools, lenses and accessories. When removed Tilman's "thinking cap" reveals a bald shining head. Tilman often wears a small pair of spectacles when working on smaller items.

Tilman is friendly enough, and has had to step in for Moon Dancer on several occasions of late. Tilman is a competent barkeep, but his true talents lie in repairing or building complex mechanical devices. It is his uncanny ability to work on just about any mechanical device, sight-unseen that brought Tilman to Moon Dancer's attention.

During his stint as the proprietor of the Meade Hall, Moon Dancer has had to do some major renovations. The Hall's complex tap system was in the direst need of repair, and one look warned Moon Dancer off of attempting to sort out the system of pipes, pumps, pulleys and levers. Tilman's name was mentioned several times as the best choice, but Moon Dancer was told that getting him to help would be more than a little difficult.

Prior to working part-time for Moon Dancer, Tilman had holed himself up in a small shop on the southern edge of Marsember. After living in Marsember for a few years, Tilman picked up a reputation for being eccentric – at times being compared to a tinker gnome, which upsets Tilman little.

Tilman is fond of working late into the evenings; on several occasions, neighbors have complained to the Purple Dragons about loud banging, sawing and carving noises late into the night. Tilman always greets his neighbors with a cursory grunt on the few occasions he ventures out into the city.

Moon Dancer first came to Tilman's workshop a couple of years ago. After knocking on the door several times, Moon Dancer entered the shop to poke around a bit. He was escorted out by pieces of scrap wood and several carving tools making beelines for his head.

Undaunted by his first failure, Moon Dancer wrote a letter to Tilman that explained his situation and offered to hire Tilman as a general handyman. Moon Dancer's letter was returned unopened. Finally, Moon Dancer decided to take one of the first blueprints of the tap system to Tilman's workshop, with a note attached asking for Tilman's assistance.

Tilman showed up two nights later, tool belt and all. He's been working at the Hall off and on now for almost two years, preparing the Meade Hall for its reopening.

Tilman is easily distracted, often preoccupied, and sometimes short and gruff with the patrons. He frequently brings other work with him when he stands in for Moon Dancer, but the number of problems with the Hall usually leaves Tilman's other projects unfinished.
